Willard cleans up garbage ordinance, sets clear standards

The Willard City Council approved a comprehensive rewrite of the city’s garbage and litter rules Thursday, es­tablishing clear standards for container ownership, col­lection procedures, fees and enforcement. The updated ordinance formalizes the city’s auto­mated garbage system. Each dwelling is provided one 90-gallon refuse container with a lid, and the ordinance specifies that containers pro­vided to residents are owned by the city. New residents, includ­ing those moving into newly built homes, will pay a 5 start-up fee for garbage col­lection and the initial con­tainer.
