someone who seems to be friendly or harmless but is in fact dangerous, dishonest etc
My grandfather was a wolf in sheep’s clothing – he looked like a sweet old man, but he was really mean.
Jesus taught his followers to “beware of false prophets, which come to you in sheep's clothing, but inwardly they are ravening wolves.”
cry wolf
to keep asking for help when you do not need it, with the result that people think you do not need help when you really need it
If you cry wolf too often, people will stop believing you.
The administration has cried wolf so many times, it's difficult to know if there's a problem or not.
