I have often said that leading officials should have two factors in mind: One is the strategic goal of achieving national rejuvenation, the other is the world experiencing a level of change unseen in a century. This is the prerequisite to planning our work.

China is still in an important period of strategic opportunities, but the international situation is becoming increasingly complex. We must be clearly aware of the long-term and complicated factors both at home and abroad that will hinder our development, and thus be well prepared for various difficulties.Properly completing our own tasks is the most important thing. We should conduct in-depth research and prepare coordinated plans before pressing forward with reform, development and social stability in a balanced manner, and be fully prepared and more proactive to accomplish our tasks.
