Kris Rivenburgh explains how even a non-technical person can significantly increase the accessibility of their website (work towards making it "ADA compliant") despite not being an expert.  While they aren't able to match the overall expertise, with a few hours of research, website owners can attain a solid grasp of different accessibility considerations and begin to apply different WCAG success criteria to their website.  

A handful of success criteria don't require a development background.  For those that do, a website owner can direct a web developer on next steps.  

While this approach won't result in WCAG conformance, it will make progress and significantly improve accessibility.
