While they aren't able to match the overall expertise, with a few hours of research, website owners can attain a solid grasp of different accessibility considerations and begin to apply different WCAG success criteria to their website.
A handful of success criteria don't require a development background. For those that do, a website owner can direct a web developer on next steps.
While this approach won't result in WCAG conformance, it will make progress and significantly improve accessibility.
