In the state capture commission of inquiry’s fifth report released a fortnight ago, Chief Justice Raymond Zondo called for a special commission of inquiry to probe the Passenger Railway Agency of South Africa (Prasa).This is despite the extensive evidence heard before the Commission about the rot at the state rail service.
