Article 3 of the IHR starts with:
“The implementation of these Regulations shall be with full respect for the dignity, human rights and fundamental freedoms of persons” this is planned to be replaced with:
“The implementation of these Regulations shall be based on the principles of equity, inclusivity, coherence and in accordance with their common but differentiated responsibilities of the States Parties, taking into consideration their social and economic development.”
Does this mean that human rights will no longer be considered by the WHO? You could make a hypothesis like: "The changes made to the principles of the IHR will mean the WHO will not consider human rights when issuing health advice."
