Jasper Schneider discusses partnership opportunities between rural telcos and electric providers. For six years, Schneider ran a federal agency at both a state and national level, leading USDA’s Rural Utilities Service as State Director in North Dakota, and acting Administrator in Washington, DC. Schneider is also a former lawmaker, serving in the North Dakota Legislature.
