Dukat’s “Civil Defense”
As central as Dukat was to the overall Deep Space Nine story, he didn't appear so often in the early season. The third-season episode “Civil Defense” marked only his eight appearance—and the first of the season—and the writers took the opportunity to bring his character into focus.
