Howe, already on law enforcement’s radar following a concealed firearm charge earlier that month, was pulled over for a seatbelt violation. A sudden attempt to flee kicked off a high-speed chase through Daytona Beach, Orange City, and Deltona, ultimately ending in Howe’s driveway. There, he leveled a multi-colored shotgun at a detective and fired, prompting several officers to return fire.
