There are situations where some people might not be in a position (either financially or structurally) to do something like add solar panels to their roof.
People who rent, for example. People who live in houses covered by listed building status. People who don’t have a roof because they live in an apartment block. How are they supposed to gain from, say, solar panel installation? They shouldn’t be excluded from the energy transition because of that.
