Living or moving to the city has long since been perceived as the key to a better life, with better opportunities (employment/ business) and facilities.

Many folk have migrated to the city, leaving behind their small towns. The result is that the economic development and growth in these areas have been stagnant or slow.

Under GTP1.0, the focus for rural development was on basic infrastructure. However, merely providing basic infrastructure is not adequate to propel rural development. It is crucial to ensure economic development as well.

To address this, GTP2.0 introduces a new focus with the implementation of the 21st Century Village programme.
