Ever heard "Mary was beaten by John." and later hear "Mary must have provoked John into being abusive. She needs to change." Or "I know Tina is a nice person and would never do something like that... Tim is just trying to make her look bad because she broke up with him." Or "what was she wearing?"  

The statements assume the victims are equally to blame when the abuser had a choice in how to react to the victim's actions.
