iOS is a platform with an embarrassment of riches when it comes to PDF creation, management and annotation. Most major iOS apps will allow you to convert their documents to PDF (we'll teach you how to make Word do the right thing). There are tools galore for managing PDFs and tools like PDF Expert - along with Apple Pencil allow very natural marking up and annotating on PDF documents.
