Joshua Garbutt’s death was preventable. He understood the dangers of opioid withdrawal and warned Trinity County Jail staff,
"I will be withdrawing from fentanyl and had to go to the hospital last time I was here to receive Suboxone, so I won’t die." Despite this, the jail failed to initiate the Clinical Opiate Withdrawal Scale (COWS) protocol or transfer him to a hospital. Two and a half days later, after repeated pleas for help, Joshua was found dead in solitary confinement.
