Among other parts,\ the new law gives adjoining property owners (the person seeking access, or the “licensee”) the right to seek court intervention if a property owner (the person granting access, or the “licensor”) refuses to grant access or does not respond to multiple notices seeking access within sixty days. The prospective licensor also must identify its tenants so that the prospective licensee can join them in the litigation if necessary.
