What is the evidence? In Mozambique the seed market has expanded by 6 times and now there are local entrepreneurs working with small holder farmers.

What is the caveat? It takes time. Public sector, NGOs and donors may disrupt the market.

What should organisations do ? Provide information bring buyers and sellers together.
