3월 26일 한국 산업통상자원부는 세 차례에 걸쳐 진행되었던 한미 자유무역협정 줄여서 ""한미 FTA""의 개정 협상이 타결되었음을 보도하였습니다.

이번에는 금번 한미 FTA 개정협상 과정을 자세히 살펴보는 시간을 가져볼까 합니다.

산업통상자원부와 USTR 미국 무역대표부는 1월 5일 워싱턴 D.C.에서 제1차 한미FTA 개정 협상을 개최하였습니다.

1차 개정 협상을 통해 양국은 서로의 의견차를 확인하였고, 제2차 개정협상을 위한 발판을 마련하며 1차 협상을 종료하였습니다.

그런데 1월 22일, 트럼프 미국 대통령은 미국에 수입되는 한국 세탁기와 태양광 모듈에 고율 관세를 부과하는 세이프가드, 긴급수입제한조치를 승인하였으며,

이는 미국의 보호무역주의와 통상압박으로 인해 한미 FTA 개정 협상 과정 중 빚어질 양국 간의 통상 마찰을 예고하였습니다.

그 후 1월 31일부터 2월 1일까지 서울에서 제2차 개정 협상이 개최되었습니다.

제2차 개정협상에서 한국 측은 ISDS, 투자자 국가 분쟁 해결제도 개선의 필요성과 한국 제품에 발동된 세이프가드, 급수입제한조치의 부당성을 지적하였습니다.

그에 반해 미국 측은 자동차 및 부품과 관련하여 한국의 무역 장벽을 낮춰야 한다고 주장하였습니다.

그렇게 양국은 더욱 구체적인 입장차를 표명하였고, 제3차 개정 협상을 미국에서 개최하는데 원칙적으로 합의하며 제2차 개정 협상의 막을 내렸습니다.

하지만 3월 9일, 무역확장법 232조에 따라 수입 철강재에 25%의 관세를 부과하는 미국 정부의 철강수입규제 조치가 발표되었고,

그 결과 철강재 관세 경감 또는 면제 안건이 이어질 개정 협상의 주요 논의 쟁점으로 추가되었습니다.

제3차 한미 FTA는 3월 15일과 16일에 미국 워싱턴 D.C.에서 개최되었습니다.

양측은 이틀 동안 1차와 2차 협상 시 제기된 사항에 대해 심도 있는 논의를 진행하였으며, 지속적인 협의를 거쳐 한미 FTA 개정 협상의 원칙적 합의를 도출했습니다.

ISDS 투자자 국가 분쟁 해결제도를 개정하였고, 자동차 무역 부문에서는 미국으로 수출되는 25% 화물자동차 관세의 철폐 기간을 2041년으로 연장하고, 미국산 자동차 수입 장벽을 낮췄습니다.

철강 부문에서는 철강 관세부과 조치에서 한국을 면제하는 대신 한국의 대미 철강 수출량을 지난 3년 평균량의 70%로 제한하는 쿼터를 설정하였습니다.

이렇게 국가 간 협상은 타결을 이루며 마무리되었지만, 자국의 FTA 득실에 대한 국내 여론은 분분한 상황입니다.

MOTIE, South Korea's Ministry of Trade, Industry, and Energy, reported on March 26 that the U.S.-Korea Free Trade Agreement, KORUS FTA, reached the final agreement after holding three rounds of renegotiation talks.

In this lesson, we will take a look at the most recent KORUS FTA revisions and its process.

MOTIE and the U.S. Trade Representative(USTR) held the first round of negotiations in Washington, D.C. on January 5.

Through the first round of talks, the two countries confirmed the difference in opinions and wrapped up the occasion, laying the groundwork for the second round.

But on January 22, the U.S. President Donald Trump approved imposing safeguard tariffs on imported washing machines and solar modules,

and this foreshadowed the foreseeable trade friction between the two countries due to the U.S. trade protectionism and trade pressure.

After that, the second round of negotiation talks was held in Seoul from January 31 to February 1.

South Korea pointed out that the investor-state dispute settlement (ISDS) needed revision and that is was unjust to impose the safeguard tariffs on Korean products.

On the other hand, the U.S. claimed that South Korea should lower the trade barrier of automobiles and auto parts.

As such, both the U.S. and South Korea expressed differences in standpoints more specifically and led the 2nd renegotiation talks to the end with an agreement to hold the 3rd round in the U.S.

But the U.S. released the import restriction on steel on March 9 based on Section 232 of the Trade Expansion Act which would impose 25% tariffs on steel,

And as a result, steel tariff relief and exemption became one of the major issues to be discussed during the following round of talks.

The 3rd round of negotiations of KORUS FTA was held in Washington, D.C. on March 15 and 16.

The two sides conducted in-depth discussions for two days on the matters raised over the previous two rounds and, using the continued consultations, the KORUS FTA revision was agreed to in principle.

ISDS was amended, and for the automobile trade sector, the 25% duty on South Korea's pick up trucks was extended to 2041, and the import barrier of the U.S. automobiles was lowered in South Korea.
