Water is an important concept in the scriptures. Frequently, water symbolizes life, but when we speak not simply of water, but rather rain, it symbolizes blessing. And when God withholds the rain. What he's saying is, I'm not willing to bless this group of people, that there's something a problem, there is something offensive about them, and therefore I will not bless now realize that God's desire is to bless, therefore it's us.
