Would a Person of Color in the Netherlands feel safe enough to report an incident of discrimination at their workplace? Would a muslim woman with a hijab understand Dutch police as a safe enough space for her to report an islamophobic attack?
Just because certain systems are in place doesn't mean they work for everybody. Sometimes, it might be safer to keep quiet to avoid even more hate, aggression or abuse.
