Ukraine's government and the majority of its public are staunchly opposed to formally ceding territory to Russia, viewing it as an existential threat to their sovereignty and national existence. Any plan requiring such concessions would likely face strong political and public backlash, potentially leading to political instability for the current leadership.  President Volodymyr Zelenskyy has repeatedly and explicitly stated that Ukraine will not "gift" or surrender land to Russia. The Ukrainian parliament even passed a resolution in August 2023 that prohibits territorial concessions to end the war.
