Ryan Schwank, a former ICE attorney and training instructor, testified under oath before U.S. congressional lawmakers that the agency’s training program for new recruits has been severely cut and weakened. He described ICE’s training as “deficient, defective and broken.” Schwank says the length of the training curriculum has been shortened by significant hours, and hundreds of hours of instruction on key topics have been eliminated, including:
- Constitutional rights and lawful limits on enforcement power
- Use-of-force protocols
- Firearms safety and handling
- Proper arrest and detention procedures
- Practical evaluations and real-world simulations
