Co-Sponsorship of LRB-2586/1, Prohibition of Child Sex Dolls

Law enforcement agencies across the country are reporting an increase in child sex dolls.
These lifelike dolls, made to resemble children or infants, come with genitals and orifices to be used for sexual gratification. Even more, advances in technology are allowing these dolls to be more interactive, including crying, pleading, and saying programmable phrases, like "stop, you're hurting me
Unfortunately, these dolls are often found alongside child porn and other illegal items.
Since England banned these mannequins in 2017, they have intercepted over 120 dolls and found obscene and indecent abuse in over 80% of these cases.
The purchase of a child sex doll in Massachusetts in 2018 led police to the home of a level three registered sex offender who was found with a stash of child pornography in his possession. These dolls can also be modeled to look like real children. In 2020, Florida mother Terri was shocked to see photos of a child sex doll being sold online that exactly resembled her eight-year-old daughter.
LRB-2586 prohibits the possession, manufacturing, and distribution of child sex dolls. These dolls have already been found in Wisconsin, as recently as April. We are asking for your support in banning these dolls in our state.
This bill has the support of the Wisconsin Chiefs of Police, The Wisconsin Lodge of the Fraternal Order of Police, Badger State Sheriffs Association, and Wisconsin Sheriffs and Deputy Sheriffs Association.
