    NY's Governor Cuomo has recently announced his plan to offer residents of the Empire state free college tuition...as long as they attend a state school.
    Republicans like the governor's idea...However, they have added a stipulation that graduates must agree to live in New York for four years following graduation.
    "Pure Opelka's" Mike Opelka thinks New York has the idea backwards. Instead, Opelka proposed the state change the way it awards tuition, suggesting the students earn the tuition by performing public service or enlisting in the military.
