A soul tie is a spiritual/emotional connection you have to someone after being intimate with them. Most soul ties are created out of love that is unrequited. It is a deep emotional and spiritual bond, that can be hard to shake. But essentially anyone that you are intimate with is tied to you on a soul level.

It's Mercury retrograde and a lot of pass issues situations are going to start coming back around especially past connections, with individuals you may have let go of. There is no change without changed behavior.
