The modern U.S. Food Stamp Program began as a pilot in 1939, but the program became a permanent, nationwide initiative with the passage of the Food Stamp Act of 1964. The 1939 program was an experiment during the Great Depression to address both hunger and agricultural surpluses, using a system of colored stamps. President Lyndon B. Johnson signed the permanent program into law in 1964, as part of his "War on Poverty".
