  • Kim Jong Un declares intent to expand North Korea's nuclear arsenal | BBC News
Kim Jong Un has declared his intent to expand North Korea's nuclear arsenal and operational range - calling on the United States to respect his country's nuclear power, in a rare message to Washington.
The United States and North Korea could "get along", Kim added, but only if the US accepts that North Korea's nuclear weapons are here to stay.
His comments, which were made at a five-yearly party congress held in the capital Pyongyang, are seen as leaving a door open to talks with US President Donald Trump ahead of Trump's visit to China in April.
However, Kim dashes hopes of any diplomatic thaw with South Korea, calling them the North's "most hostile entity".

  • US investigating after Cuba says it shot dead four people on US-registered speedboat | BBC News
Four people shot dead by Cuban border guards in a US-registered speedboat were Cuban nationals living in the United States, Cuba's government said.
In a statement posted online, Cuba's interior ministry said that the speedboat's passengers - the four who were killed and six others who were wounded, also Cuban citizens - opened fire on a coast guard vessel that approached them near an island off the country's northern coast on Wednesday.
The 10 individuals, some with previous criminal records, were armed and intended to "carry out an infiltration for terrorist purposes", the statement said.
US Secretary of State Marco Rubio said the US was also investigating the "highly unusual" incident.

  • BBC reports from Mexican city turned into war zone by drug cartel feud | BBC News
WARNING: Contains graphic imagery of victims of stabbings and shootings, as well images of those killed in street violence.
Mexico's president has praised the special forces for "bringing down" the country's most wanted man, drug lord Nemesio Oseguera Cervantes.
Oseguera, better known as "El Mencho", died in custody on Sunday, shortly after being captured amid a bloody firefight in Jalisco.
But in another Mexican cartel hotspot – Culiacán in northern Sinaloa state – the vacuum left by the removal of a powerful cartel leader can trigger a surge in violence as warring factions battle for control, as the BBC's Quentin Sommerville found out.

  • UK Commons Speaker passed information to police on Mandelson ahead of arrest | BBC News
Commons Speaker Sir Lindsay Hoyle has said he passed on information on Lord Mandelson to the police, appearing to confirm reports he told the Metropolitan Police the peer was a flight risk.
It comes after lawyers for the peer complained about the force's decision to take him into custody on Monday, as part of its probe into misconduct in public office allegations.
Sir Lindsay told MPs he had passed on "relevant" information about the peer in "good faith" and it was "regrettable" it had ended up in the media.
Lord Mandelson's lawyers say he had agreed to an interview next month, and the decision to arrest him was prompted by a "baseless" suggestion he was planning to move abroad.
