Vermont already leads the nation on renewable energy ambition. Its Renewable Energy Standard commits the state to 100 percent renewable electricity by 2035, and Green Mountain Power is one of the most innovative utilities in the country. So when Senator Anne Watson introduced S.202, she wasn't trying to fix a broken grid. She was trying to fix a broken access problem. Because for the 73,000 Vermont households that rent their homes — disproportionately lower-income and disproportionately Vermonters of color — the path to direct participation in clean energy had always been closed.

Vermont's approach is defined by what it chose not to require. No utility pre-approval. No mandatory notification. No fees, no additional equipment requirements. Just a safety standard — UL 3700, named explicitly in the law — and a consumer pathway that treats a plug-in solar device the way utilities already treat a more efficient refrigerator. The law also voids HOA deed restrictions that would block portable solar devices, creates a 10-day tenant notice provision designed to prevent landlords from issuing a permanent veto, and sets a 1,200-watt-per-meter limit. But Vermont is also honest about what it cannot yet deliver: certified products are still catching up to the law, and renters who need an electrician for wiring still face real near-term barriers. Vermont may be ready before the market is fully ready.
