Vermont already leads the nation on renewable energy ambition. Its Renewable Energy Standard commits the state to 100 percent renewable electricity by 2035, and Green Mountain Power is one of the most innovative utilities in the country. So when Senator Anne Watson introduced S.202, she wasn't trying to fix a broken grid. She was trying to fix a broken access problem. Because for the 73,000 Vermont households that rent their homes — disproportionately lower-income and disproportionately Vermonters of color — the path to direct participation in clean energy had always been closed.
