Think of the document that leaves your company marked final. The estimate, the scope, the schedule, the spec.

Now think about how often it's exactly what happens.

Almost never. And everybody already knows that. Ask the person who builds it, the person who receives it, the person who does the work. Every one of them will tell you without hesitating that it changes, and most of them can tell you exactly how. And the document still goes out saying final.
