The Zoning Administrator takes final action on minor use permits and variances.  Zoning Administrator actions can be appealed to the Board of Zoning Appeals.

LAFCos are state-mandated quasi-judicial countywide Commissions whose purview is to oversee boundary changes of cities and special districts, the formation of new agencies, including the incorporation of new cities and districts, and the consolidation or reorganization of special districts and or cities.

The Community Planning Advisory Councils were created in the unincorporated County to facilitate and encourage direct citizen participation early in the planning process when it is easier for project proponents and decision-makers to respond to public concerns. The primary purpose of the CPAC is to gather community response to proposed projects. The projects reviewed range from broad policy questions that apply countywide, to small development projects of local interest. Entitlements reviewed include General Plan and Zoning Code amendments to plans, zoning matters and use permits.

The Civil Service Commission is a Charter mandated component of Sacramento County government. Established in Article XVI of the Charter approved by the citizens of Sacramento County, the Commission is a nonpartisan public body responsible for policy direction and oversight of the merit system for the selection, promotion and retention of civil service employees in Sacramento County service. 

The Sacramento County Planning Commission (Commission) consists of five members. Commission members are appointed by a Sacramento County Board of Supervisor within the boundaries of five supervisorial districts, respectively.

Regional San is overseen by a Board of Directors consisting of the five Sacramento County Supervisors, five city councilmembers from the City of Sacramento, two councilmembers from the City of Elk Grove, and single representatives from Yolo County and the cities of Citrus Heights, Folsom, Rancho Cordova and West Sacramento.

The purpose of the South Sacramento Conservation Agency JPA is to oversee implementation of the South Sacramento Habitat Conservation Plan (SSHCP) including the acquisition of land or easements to form the SSHCP preserve system; implementation of proposals for restoration of species habitat and aquatic resources; formation of management and monitoring plans to maintain the preserve system; and ensuring compliance with the conditions of the SSHCP and associated permits. The Agency is also responsible for the establishment and modification of fees; approval of the Agency's annual report; and approval of the Agency's annual budget.
