Breaking Down Thrive EBR from One Councilperson's Perspective

Metro Councilwoman Jen Racca and Mason Batts from the mayor’s office join the show to break down Thrive EBR, a major fiscal initiative aimed at reshaping how East Baton Rouge Parish uses existing taxpayer dollars. Racca emphasizes that Thrive EBR is not a tax increase, but a rededication of millages voters have already approved—particularly from entities like the library, mosquito abatement, and the Council on Aging.

The initiative emerged from collaborative efforts between council members and the mayor’s office after recognizing budgetary challenges and surplus funds held by certain agencies. The library, for example, has responsibly managed its finances and accumulated over $140 million in surplus. Thrive EBR proposes reallocating a portion of these funds to pay off $52.4 million in general fund debt, freeing up $9.6 million annually and saving millions in interest.

Racca explains that this move would allow the city-parish to redirect funds toward essential services without raising taxes. She highlights the library’s willingness to participate, acknowledging that their foresight and cooperation reflect a shared commitment to the parish’s long-term health. Mosquito abatement and the Council on Aging also joined the effort, showing unified support across departments.

Importantly, Thrive EBR only involves entities under city-parish control, excluding organizations like BREC and CATS, which are governed by the state. Racca praises the collaborative spirit behind the initiative, noting that all parties are “rowing in the same direction” to create a sustainable financial future.

Ultimately, Thrive EBR represents a strategic, voter-driven opportunity to maximize existing resources, eliminate debt, and strengthen public services—without increasing the tax burden. Voters will decide in November whether to approve this rededication and help secure a more financially resilient East Baton Rouge Parish.
