Why didn't the Chief Priest believe the Lord Jesus? Was it because they wanted power or they didn't pay attention to the old testament prophecies or both?

Who was Theophilus, this question may or may not be relevant to our understanding. It is often said that the book of Acts could be renamed The Acts Of the Holy Ghost. We see much activity in this book and more context concerning  some doctrines that confuse many.
