    Licensing changed who decides whether a crypto company grows. Growth used to come from a crowd, and now it runs through gatekeepers: banking partners, payment risk desks, custodians, institutional clients, auditors. These people are not buying anything. They are assembling a case they can defend internally, so they look for the legal entity, the licence number, the custody arrangement, named leadership and documents they can download.
