I read Mary Ann Koruth's December 17th, 2020 piece on WhoWhatWhy.org entitled, "MVC delays rule-making even as NJ license law takes effect in two weeks. 

The NJ Motor Vehicle Commission has still not implemented regulations in connection with A4743/S3229, despite the fact that the law, which has already been passed, was supposed to go into effect on January 1, 2021.
