We know that God works out all things for the good of those who follow Him, but what authority does God have over those who are not following Him?

Do governments and those in authority operate outside the authority of God? If so, how does that affect God’s plans and purposes?

There's a saying that goes, "The only guarantees in life are death and taxes."

That may be true, but for Christians, we have guarantees that go beyond anything this world can promise.
