We ought to pray, even when things seem fixed, because Of God's generous character. God is sovereign, but that doesn't mean we should be functional fatalists. God answers prayer, and we are called to pray.
In the face of unprecedented judgement, God offers unprecedented hope and deliverance. Our problem is that we do not have a wide enough lens to see the wonders of God. Our view is so limited that we need a bigger viewfinder. Only the revealing of God can do this. The prophecy of Joel brings an expansive scope of judgement and hope that is unprecedented.
Joel announces unprecedented destruction but urges everyone to cry out to God. It is easy to slip into complacency about our lives and to presume that we are entitled to more. The prophecy of Joel is an alarm clock for all of our pretensions. Offering real hope in contrast to a thousand false assurances, Joel is a biblical remedy for spiritual sluggishness.
