It’s normal for a puppy to connect more with one person in the family. Usually that’s the person who is doing more training and work with that puppy because it helps build your relationship faster.

But if you’re wanting your puppy to listen and bond with more people in your house, having them involved in the training process (and following the SAME process!) is key!
