Government is outsourcing their responsibility to police citizens to airlines. The EPA and other Federal Agencies (DOJ) would fine companies for infractions of fly-tipping, chemical runoff, general pollution and environmental damage. The goal is to make it unprofitable for business as usual and force innovation towards future-proof, more sustainable business models.
