After much wrangling, wringing of hands and backroom negotiating, the leaders of the Florida House and Senate finally announced an $83-billion state budget compromise last night. The single largest impediment to reaching that compromise was the money the state provides safety-net hospitals to cover the cost of providing health care to those on Medicaid or those without any health coverage at all.
