This is God's eternal decision to leave certain individuals in their sinful state, excluding them from salvation and instead subjecting them to His just wrath. God's sovereign choice to elect some for salvation necessarily includes the decree of reprobation for others. The reprobate are those whom God has chosen to reject, not to intervene on their behalf with saving grace, but to leave them to their own devices and the just punishment for their sins. Reprobation is an act of God's sovereignty: It's rooted in God's eternal plan and purpose, not based on foreseen good or bad deeds of individuals.
