In the 4 levels of compassion as taught by the Buddha, the first 2 are more pacifying or peaceful in nature.  Civility inspired by such looks like the civility we would expect.  But, there are some challenges.

Civility is most effective when we treat all with equity and equanimity.  To do this, our words, outer behaviors, and actions need to be met with an attitude and intention free of confusion, attachment to self-serving perspectives, and aggression - the Three Poisons identified by the Buddha and all Enlightened Beings.  Washington's Freemasonry taught him the same.
