“Eher” can mean “früher”:

Ich werde eher da sein als du. (I’ll be there earlier than you.)

Je eher wir dort sind, desto besser. (The sooner we’re there, the better.)

If you live in eastern Germany, you might hear it a lot, since it is very common there

To express “former”, it is common to use “ehemalig”:

Ich möchte gerne in die ehemaligen Sowjetrepubliken reisen. (I would like to travel to the former Soviet republics.)

Er ist mein ehemaliger Freund. (He's my ex boyfriend.)
