In October 1962, American reconnaissance photographs showed Soviet missile installations under construction in Cuba, placing nuclear-capable weapons within range of much of the United States. For thirteen days, President John F. Kennedy, Soviet leader Nikita Khrushchev, Cuban leader Fidel Castro, military commanders, diplomats, intelligence officers, and United Nations officials operated under the possibility that a regional confrontation could become nuclear war.
This episode follows the crisis from the discovery of the Cuban sites through Kennedy’s private Executive Committee meetings, the public announcement of a naval “quarantine,” Soviet shipping decisions, military escalation, the shooting down of an American U-2 aircraft over Cuba, and the exchanges that led Khrushchev to announce the removal of the missiles on October twenty-eighth. It also examines the settlement’s less public dimension: the American assurance against invading Cuba and the separate, confidential commitment to remove U.S. nuclear missiles from Turkey.
The central question is not whether the crisis was dangerous. The record is clear on that point. The harder question is why it ended without war despite incomplete intelligence, military pressure, competing plans, and actions taken in Cuba that Washington and Moscow did not fully control. Declassified American records, later Soviet military documents, meeting tapes, memoirs, and retrospective conferences have changed the familiar story. They show both disciplined diplomacy and a crisis shaped by contingency, miscalculation, secrecy, and decisions made under severe time pressure.
