COLIN HASKINS: Federal arts and culture funding is in limbo. And for local cultural organizations, that means critical projects are on hold.

LESLIE ITO: There will be nobody to receive our invoices. And review and then push the button, send the money, right?
COLIN HASKINS: For the Skid Row History Museum and Archive, the impact is devastating. I talked to Pamela Miller, the museum's Chief operating Officer about the cuts.
PAMELA MILLER: So we've done the work and spent the money, and now we're told we're not going to be reimbursed.
COLIN HASKINS: Despite the funding freeze, Miller says the show must go on even without the guarantee of getting paid.
