Quote: When global fund managers evaluate a target company, they generally rely on standard financial due diligence from external advisors. But this reliance often triggers an avalanche of paperwork, resulting in delayed reports, sudden valuation markdowns, and forensic audits. This blind spot hides dark value. This drain remains unmeasured.

The alternative is the IBCM Ethical OS. By shifting to automated oversight, investment managers can identify value leakage. You stop losing capital to unmeasured variables and begin capturing previously hidden economic value.

That is too obvious – the intermediaries – Deal Room boys and the beneficiaries. Beneficiaries are the real crux of the problem, along with the Deal Room boys who fail to notice. These two constitute the skepticism of global institutional investors. They are terrified of the “slip between the cup and the lip”—which, in financial terms, translates to agency risk, execution slippage, and value leakage caused by intermediaries.

Deal Room boys are service professionals subject to knowledge transfer of the IBCM Ethical OS, the primary engine of operational reality: human energy and capability utilization, but not the industrialists like Vijay Mallya or Rishi Agarwal who have established an ego-system, not an accountability ecosystem. How to create Delhi Sovereign Value Fund

EXECUTIVE SUMMARY

Delhi Sovereign Value Fund, stated herein and Modeled conceptually on Norway’s oil fund, captures value not from finite physical resources, but from the perpetual flow of human intellect and intangible growth.

In this presentation I analyze how easy or hard for Delhi to create such a fund?

1. NIIF – BSWF: India’s primary state-anchored fund, the National Investment and Infrastructure Fund (NIIF), manages a corpus of over USD 4.4 billion (approx. INR 42,170+ crore). Meanwhile, India is also actively considering the launch of a new tentative state vehicle called the Bharat Sovereign Wealth Fund (BSWF), which targets a starting corpus of USD 50 billion.

Unlike BSWF the Delhi Sovereign Value Fund is a construct of 4 principles –

2. GOI ~ States Collaboration: When we look at the collaboration between the central and state governments there are excellent mechanisms and platforms, with Administrative and Financial Integration. Regulatory authorities are in place as fire engine to report and initiate actions after the disaster.

GoI – States – Industry Collaboration: – Delhi Sovereign Value Fund is designed to collaborate with the industry clusters to transform into valuation clusters that warrants NCT Delhi to identify companies from start-ups to matured corporate life cycle companies to i. The Delhi Draft Industrial Policy (2025–2035) marks a visionary shift toward transforming our metropolis into a global hub for high-technology, service-oriented, and clean industries. To realize this “Viksit-Delhi@2047” ambition, I am pleased to submit a strategic framework for Operationalizing Quantum SOS Governance through the IBCM Ethical OS.

While the current draft effectively addresses infrastructure and ease of doing business, the IBCM Ethical OS elevates this policy from a transactional hub to a civilizational licensor of governance purity.

My proposal integrates the following “4 Steps to Nirvana” to ensure industrial growth translates directly into societal prosperity:

Step 1: Formal Adoption of Ethical OS:

From Industry 1.0 through 4.0, humanity was promised progress through mechanization, electrification, automation, and digitization. Each revolution delivered efficiency, scale, and profit, yet consistently neglected the most vital pillar: Societal Value Redistribution (SVR). The result was recurring crises—depressions, collapses, and inequities—where technology advanced but humanity was left behind.

Industry 1.0–4.0 false promises

The missing element across all four was ethical redistribution. Value was created but not equitably shared. Progress was measured in machines, not in human flourishing.

Industry 5.0 Reset Declaration:

Industry 5.0 is not an upgrade of 4.0 — it is a reset of the ethical operating system.

Industry 5.0 is the HI Revolution: a civilizational reset where prosperity is democratized, ethics are operationalized, and technology becomes a servant of humanity. It is not the false promise of another industrial revolution, but the fulfillment of humanity’s long-delayed promise to itself.

By adopting these metrics, Delhi will not merely compete as a low-cost service provider but will emerge as a global provider of high-tech governance technology and “Trust”. We should aim to turn industrial clusters into Valuation Clusters, making Delhi the world’s first ethical licensor of prosperity.

Delhi’s destiny is not just industrial—it is civilizational. By adopting Quantum SOS Governance, we make Delhi the world’s first ethical licensor of prosperity.

Under your stewardship, Industry 5.0 Reset Declaration can be the launchpad for this civilizational reset.
