At the Tower of Babel, God divorced humanity, and the nations were divided according to the number of the sons of God (Deut. 28:8-9 ESV).  These sons of God became known as principalities, powers, and rulers, and they create the cultures of the nations they rule over.  Paul calls the believer in Ephesians 6 to wrestle with the culture and to bring the Kingdom.
