Jesus, a Jew from Israel, was sent to the nations. The Lord will judge the nations based on how they deal with Israel, the apple of His eye. It is a warning to the nations that touch Israel’s borders. When they act in contradiction to the borders God has ordained, they are poking Him in the eye, they are provoking His hand against them.
