CMDR Harris in regards to Dr Oneat, and the hopeful return of Lts Tong and Silva, Europa will be on a "wellness patrol" of the region. These tend to be rather dull assignments since the Romulan's signed the Dominion War pact. However, with the current internal struggles rumored in the Empire, and the ongoing Klingon civil war, tensions could be very high.
