טילי הנ״ט של החזבאללה מכים בישובי קו העימות בצפון ללא הרף, חלק מהטילים מצליחים לפגוע במתקנים רגישים ובכך הופכים את הנשק הטקטי לאיום אסטרטגי. ישראל עמדה בפני נשקים כאלה כבר במלחמת ששת הימים ב- 1967 וביתר שאת במלחמת יום הכיפורים ובמהלך השהות ברצועת הביטחון בלבנון, בין 1983 ל-2000. במהלך השנים פותחו בישראל אמצעי נגד תוך יישום טכנולוגיות פורצות דרך ברמה בינלאומית, כדוגמת מיגון ראקטיבי לטנקים, שבשים אלקטרו-אופטיים והגנה אקטיבית דוגמת מעיל הרוח המככב כיום בלחימה האורבנית בעזה. אולם, ההכרה בצורך של הגנה סטאטית מפני טילי נ״ט עדיין לא הוטמע במחוזותינו. האם הגיעה השעה לספק הגנה  איכותית יותר לנכסים האסטרטגיים שלנו, ולנקודות הרגישות לאורך גבולותנו?

הגבול המזרחי לאורך בקעת הירדן והערבה הינו לכאורה גבול של שלום, בין ידידים. אולם, לאחר ה-7.10 ברור שכל חולשה שנחשוף בפני האויב - תנוצל כנגדנו. סגירת הגבול הארוך הזה הינה משימה אסטרטגית בעדיפות גבוהה, אחת מהרבה משימות אסטרטגיות שהוזנחו בעשורים הקודמים, כמו הגנת המכשול לאורך רצועת עזה, הצבא הקטן והחכם שאינו מצליח להביא את ההישגים הנדרשים במערכה רב זירתית, המודיעין שלא ידע, וכיסוח הדשא בגדה שנמשך כבר שנתיים אך לא מצליח להוריד את הלהבות בשטח. בפרק זה אנו דנים בבעיה, במה שהיה, ומה ניתן לעשות בנדון.

המורדים החות׳ים בתימן פועלים מטעם המשטר האירני מעל לעשור. מיעוט זה השתלט למעשה על תימן ומתפרנס מהצקה שיטתית ומתמשכת לאויביה של המדינה האיסלמית - תחילה היו אלה איחוד האמירויות וערב הסעודית, כיום, נתיב השייט הבינלאומי העובר במצרי באב אל מנדב נמצא על הכוונת, בטענה שהתנועה בו מיועדת לישראל. החותים תוקפים את הספינות האזרחיות בכל נשק שידם משגת - כלי שייט לא מאויישים, טילי שיוט, כלי טייס לא מאויישים, טילי ים-ים וטילים בליסטיים. הצי האמריקאי החמישי בשיתוף כוחות ימיים מכמה ממדינות אירופה עושים מאמץ ניכר כדי לאבטח את התנועה הימית. מרבית התקיפות על ספינות הצי נבלמות, אך חלק ניכר מהתקיפות של האוניות האזרחיות מצליחות. על-כן, מרבית חברות ההובלה הימית בחרו לעקוף את הבעיה ולהפליג סביב אפריקה, תוך ייקור עלויות ההובלה הימית.
