המורדים החות׳ים בתימן פועלים מטעם המשטר האירני מעל לעשור. מיעוט זה השתלט למעשה על תימן ומתפרנס מהצקה שיטתית ומתמשכת לאויביה של המדינה האיסלמית - תחילה היו אלה איחוד האמירויות וערב הסעודית, כיום, נתיב השייט הבינלאומי העובר במצרי באב אל מנדב נמצא על הכוונת, בטענה שהתנועה בו מיועדת לישראל. החותים תוקפים את הספינות האזרחיות בכל נשק שידם משגת - כלי שייט לא מאויישים, טילי שיוט, כלי טייס לא מאויישים, טילי ים-ים וטילים בליסטיים. הצי האמריקאי החמישי בשיתוף כוחות ימיים מכמה ממדינות אירופה עושים מאמץ ניכר כדי לאבטח את התנועה הימית. מרבית התקיפות על ספינות הצי נבלמות, אך חלק ניכר מהתקיפות של האוניות האזרחיות מצליחות. על-כן, מרבית חברות ההובלה הימית בחרו לעקוף את הבעיה ולהפליג סביב אפריקה, תוך ייקור עלויות ההובלה הימית.
