I talk about how all the news outlets are blaming the individual person who plans to visit their family this year for killing or infecting everyone else, when the real culprits for the spread of COVID are the inconsistent policies in place from city to city and state to state along with restaurants and bars that are still allowed to be open (some in the same states where people can't legally gather outside!). There's not a lot of rhyme or reason to some of these laws and restrictions that are or aren't in place.  Because the messaging is inconsistent, it's easier to blame the individual for the spread of the disease than the Tavern League or private companies who aren't enforcing safety measures in their workplaces or public policy that isn't controlling the spread of the virus.

All this messaging is similar to how corporations shifted the burden of responsibility for pollution and littering in the 1970's onto the individual ("Don't be a litterbug!"), when it was their creation of single dose pop cans and the swift rise and production of excess packaging that created most of the litter problems.   Corporate America turned the argument around so they didn't have to change their practices and accept the blame for causing all the environmental destruction that they created.
