Apparently if you congratulate a woman on an engagement it's offensive.  Some etiquette expert said it implies you thought she would never secure an engagement.  But you ARE supposed to congratulate the man because he won his prize?  WHAT?  What in the 1720 are we talking about?  Who's getting offended by what and why?  If you can answer that question, God bless you... because we can't.
